What if you are building a FAQ fpr a consumer website and have one million users? Is there a way not to create a million "Users" and just let them access the website without a password and login?

The "Knowledge User checkbox" should be checked in the user record, then only the user can view the articles. Or else while Enabling Salesforce Knowledge in Lightning Experience ->
Click Next -> here you have to assign Knowledge User licenses to users who should be able to create Articles.

      Faced the same problem..
If the contact isn't assocated with an Account/Organization entity, you won't be able to see many of the community buttons that fall under the "Manage External User" button. This includes "Enable Customer User," "Enable Partner User," etc.
      Hope you find the solution.

Try to enable Manage Users system permission in the user profile. If the user is not a sys admin, he wont be able to see this button unless this permission is enabled

please add "Enable Customer User" under Mobile and Lightning Actions not under buttons in the page layout
