Inventor Flint Lockwood creates a machine that makes clouds rain food, enabling the down-and-out citizens of Chewandswallow to feed themselves. Flint was kinda a douche in this scene. It´s not like Sam isn´t happy for him but if there is a problem you can´t just ignore it. But the Major was the literal bigger douche for not thinking about the consequences of his actions.
