Do the bed bugs have to be present during application, or can you do "preventive" maintenance and spray the bed, base boards, walls, etc?

Temprid is a residual spray, so it could in theory help with preventing an infestation. However, we prefer nonchemical prevention methods since they work indefinitely. Mattress encasements, box spring encasements, and ClimbUp Interceptors can combine to make your bed isolated from bed bugs, which is the best way to prevent feeding and breeding.

I currently have the mattress encasement and the box spring encasement. On Saturday, I did notice a small batch of bedbugs along the inner bedframe.

If you see bed bugs on the encasement they are proably in the rest of the room aswell. Usally they are within 6-8 feet of the bed. I wouldn't use temprid unless tempo doesn't work on its own since temprid can effect people since it is a neurotoxin so if you do use it be very careful hope by now you are bed bug free though.

Do we have to leave the house after spraying??

You don't need to leave the whole house, but you should make sure you're spraying in a well ventilated area. You should also wait until the treated surfaces are dry before coming in contact with them again. Be sure to read that label and MSDS for additional safety instructions.
