I could be wrong, though I think the key to the powder is simply the same as with the beginning of the quest. The area where you find the NPC's being Surefall glade makes me assume they must have expected the players who were looking for information to begin in these areas.

It's not a brick of shit! Just the Piss of the dwarven priests has seeped into it and now it is HOLY as a result!
Fun note: The runes on the blade (Nature Walker's Scimitar) are real. 'They read, May Sky and Land protect you.'
