Active item, VERY long charge (like 1-2 uses per floor long or 2-3 if XL). when you use it, it splits each item in the room to one item for each quality lower than the items quality, all from the same pool as the original item. (e.g. using it on a quality 3 secret room item will spawn 3 items. a quality 2, a quality 1, and a quality 0, all from the secret room pool.) (since quality 0 is the lowest, using it on a quality 0 just makes it disappear.)
That's pretty similar to the Prismatic Dice from the Reshaken mod. It splits items into two items that are 1 quality lower than the original. For example, using it on a quality 3 item would spawn two quality 2 items.

This run is beautiful. It's actually insane to think that this run wasn't even fully optimized, and it could've gone even crazier. But ignoring the lil mattman moments here and there, it's genuinely impressive how good this man is at the game when he puts his tryhard pants on (and also gets literally one of the best seeds ever)
