You were right by Maryhill Loops Road, the first paved road in Washington State. It's owned by the Maryhill Art Museum now.

@adventuresena64 the loop is open to bicyclists, but cars can only go up it 2-3 times a year. We were just there with Audi Club Northwest 2 weeks ago.
