TBH after every school break I get disappointed that I have to wake up to a school that isn't hogwarts and that more than half of my school are muggles... and barely anyone understands my obsessions ;-;
I imagine it probably just has a very small amount of alcohol in it, and the house elves are more sensitive to smaller quantities of alcohol because they're both small in stature, and because they likely don't drink often enough to build up any sort of tolerance for it.

it has a very small effect on humans (giddiness, lightheartedness) but since house elves are lightweights, they easily get more affected. it was mentioned in book 4 :)

Butterbeer doesn't get you drunk but it has that effect on House-elves. Winky gets drunk on it in the books.
I imagine it probably just has a very small amount of alcohol in it, and the house elves are more sensitive to smaller quantities of alcohol because they're both small in stature, and because they likely don't drink often enough to build up any sort of tolerance for it.
