It should be design as light as leaves. Design the main tower as a tree, the leaves just shaking when wind blowing, then this will collect the electric.The plenty leaves can collect so much electric.

I had access to the corporate library back-then , extraordinary , all the engineering & prototyping was completed by Yen and Grumman.
They determined the diameter to height ratio. The temperature difference between the base and top of the silo to effectuate natural air flow. They built negative pressure louvers to allow air to be sucked in as the 'tornado' formed , etc..
You could use recycled heat at the base to cause cyclonic rotation in times of low outside ambient air flow.
