I think the answer is: If you don't need to translate in your mind while you're speaking, if you FEEL that language, you're speaker of that language. It is very interesting because it's not enough to listen and read perfectly, but also you should be able to speak (or product something in that language) really really good. That means you can watch movies without subtitles while you're not a speaker of that language.
If you think can in a language, then you're a _"speaker"_ of that language. Some people do this with more than one language. In fact, this is intrinsic to learning a language well. I'm learning some very basic Spanish, and still there are jokes some tell me that I just don't understand because I can't think in Spanish yet.

In my case, I learnt Latin in 4 months with TH-cam and a dictionary , I don't consider myself as an expert, but I can understand quite easily ancient texts and also I can speak it, even though it's useless.
