I currently am a service technician at pella windows and doors of Omaha and can certainly say these guys did it correctly. Our protocol has changed and we now put sealant towards the outer edge and let’s it ooze out everywhere then come back roughly a week later to clean it up. I did notice the toe bead at the end which would definitely save a return trip. Great work.

I think it's another layer of silicone, to keep water and drafts out.

Multicutter/multitool
As J P Morgan said, if you need to ask the price of this job you can't afford it. The glass alone is probably 2000 bucks.
