Transfer Subject didn't worked on Schleswig and Holstein becouse they were Personal Unions, and you're playing as Republic As republic you can't have PU
I think the reason why Schleswig and Holstein didn't transfer to you is because they both are personal union subjects of Denmark, and since Lubeck is a republic transfering them did nothing because republics obviously cannot have personal union subjects.
I’m on holiday so not doing a big detailed geology post with research, short and sweet and just about volcanoes I don’t know much about the geology of Germany but there’s a young volcanic region in the Eifel Mountains of western Germany called the Volcanic Eifel (DE: Vulkaneifel). It appears to be related to a mantle plume (a.k.a. a hot spot) or perhaps some local rifting of the European continent, or maybe a combination. About 13000 years ago there was a VEI 6 eruption in the region, which is huge-in the last 100 years there’s only two that I know of, with three in the whole 20th century. For scale, the 1991 eruption of Pinatubo in the Philippines was VEI 6, and that eruption caused global temperatures to temporarily decrease by 0.5-1˚C (1-2˚F); the 1883 eruption of Krakatau (it shouldn’t be spelt Krakatoa!) was also VEI 6, and that eruption obliterated an entire island. The eruption was powerful enough, and had a profound enough impact on the European climate, that it caused a temporary regression in the technology of a few cultures across Central and Northern Europe. The eruption left a crater now filled by a lake called Laacher See. There is a potential for future eruption in the Vulkaneifel. Seismic studies suggest that the crust is relatively thin compared to other areas of continental crust, which suggests a heat source underneath; the ground is also rising at a slow pace. To be clear, I’m not suggesting that an eruption is imminent, or even likely during our lifetimes-it might not happen at all. There’s evidence that the period of heavy eruptions was caused by the shifting caused by the lifting of the weight of Ice Age ice off the continent.
This is so out of left field and so unabashedly nerdy; I love every second about it. Also, having a geology/physical cartography geek-out in a thematic cartography setup like a Paradox game is like filling out the other half of the map-nerd sphere

Can't open the game to check, but what might be happening is that if you're not a monarchy but the subject you're transferring is a personal union, it doesn't do anything because the subject type is wrong. IMO they should allow you to change the subject type if that happens, or at least warn you.

Late game 20 FPS got me cranky IIRC the reason you couldn't make puppets from Holstein and Schleswig is because all of you were at the same rank (Insignificant Power). I had that happen in a game where I kept dropping out of regional power due to low prestige during a war

It’s still pretty dumb though. Like either make it so you can only use transfer subjects on personal unions if you’re a monarchy or make it so they change to another kind of subject.
Unless your culture is within the French, Spanish, or British cultures. Cultural exclusion does nothing. Certain cultures have anglophone and african heritage.
i hope there arent any annoying prequisites in vic 3? cos im playing eu4 and i find it ridiculous i have to wait for admin tech 20 to form germany.. i literally own all of europe now apart from spain, portugal and a few bits of france, austria & italy.. very small areas that are almost gone.. im admin tech 18... still cant form germany
I hate Lubeck......as I'm still learning I keep running Sweden....as Sweden can unify Scand I usually try to because...Population makes the Industrialization much easier as you at least have tax revenue to fall back on....From doing this I've discovered if you dont grab Lubeck immediately day 1 the Prussians will.... Sooooo In my current game....Prussia has been humbled twice for trying to stop Scandinavian Unification....Lubeck war = Austria/France Austrians just wanted to humiliate the Prussians France wanted a favour they never actually used....2nd time was when I went to puppet Denmark and unify Holstein whence the Prussians forgot what happened last time and ended up losing a treaty port to the Russians whilst me and the British smashed Denmark....and then the British figured out the province I had promised to force to a government they liked....welllpp it was now part of Scandinavia so no government to flip :P......
