why would you want to use a hydrophobic material for the body when you want the body to actually sink and sit below the surface? Wouldn't rabbit etc. be a better option?
I have never fished that particular pattern, but I have since the 1980s when my long-gone local fly shop started stocking tippet rings; I would put them on mostly things like Hopper and Beatle patterns that I tied and would hang a # 18 or 20 PT nymph. Late summer and fall. It's a good way to fish a dropper from a dry fly. With barbless hooks, you sometimes will have the dropper slip off.

What is the advantage of this system vs. tying a dropper off the bend?
It gives more room to the hook gap for you to hook fish, is less likely to spook them as it’s less intrusive, and it won’t slip off the hook.
