Either they don't care to perfect their gameplay and don't spend time rewatching their games, learning about macro, etc. They did get to a certain goal one season and felt accomplished enough to stop trying and just have fun. Maybe they just physically are not suited to the task (slow reaction speed, grew up developing skills that don't transfer to certain games, etc.) Or they play to socialize, if you only play a game while joking with friends you aren't going to be able to concentrate on improving. If all it took was time to get a higher than average rank then silver wouldn't be the most common rank in League of Legends. And the Galio/Jhin players with the most time on those characters would be pro level instead of below Plat.
