Stoogie Da the white van did not leave it to the last minute by exiting onto the slip road. They took the right lane which forms further down the carriageway for anyone wanting to go right at the end of the slip road. You however took the earlier lane which becomes the left turning lane further up where the slip road forms two lanes which van then moves into the right slip lane. You then crossed lanes from the left to right lane where you could have stayed where you were.

If you think the pull out was fine, you're part of the problem on our roads. It was terrible driving. The next time they do it, the approaching car might be too close to avoid it.
The van driver could have indicated left, but they were in the correct lane. It's the cammer who changes lane at the worst possible time whilst overtaking on the inside who is wrong.

You do know police vans are not always driven by arresting Officers? They could have "civvies" driving them with a police officer side by if and only if they are on official duties. If they are being moved from one place to another no cop could be in the car, so they can't pursue. Heck the cop may not be "pursuit trained" so can't pursue!

If they do "follow them" and they are not pursuit trained, and the guy makes off, but crashes into an innocent, killing them... the driver of the police vehicle can be responsible for it. One thing I never see on these videos is mobility 'scooters' using roads believing they are valid road vehicles, when there are perfectly good paths with ramps alongside. I have even had one recently at night, unlit and approaching me on wrong side of road (despite the footpath).
Mobility Scooters with a max speed of 4mph are not allowed on the road except to cross the road. Other Mobility Scooters with a max speed of 8mph are allowed on the Road, but must be Registered with the DVLA and Insured, but don’t show Registration Plates.

They went through very soon after the lights went red so it would not have been obvious from where the police car was that they had done so.
