But for SSJ4 Goku u can pull out the figures tail. They might as well have done that here too and made the separate skirt piece something that covers the tail hole.

He should have the tail, but they are probably going for the beginning of the show when he didn’t. It was a whole plot point he had to regrow his tail to get ssj4

To be fair, him not having the tail is accurate since he only got it to get Super Saiyan 4, and it never had a significant role in his design afterwards except Super Saiyan 4.
