ACB or Air Circuit Breaker manually operation turning on and off. There are so many different types of ACB and most likely are operated with the motor to charge the spring and act as an actuator for switching on and off. Without power, the motor will not run. can we charge spring manually while VCB is in ON condition ?

No. turn it off before charging the spring. Especially on VCB's you cannot access it if the breaker is on. The door is close and the earthing is open during VCB on position there is a mechanical interlock.

the breaker is for commercial and industrial use. its more complicated than the one which is installed in the house.

How hard is the lever supposed to be to pull? I went on an emergency call where someone had hit the service disconnect switch on accident which turned off all the power to a hotel and I must’ve pulled that lever 100 times but it never recharged. I was able to pull the lever all the way down with my pinky finger so the only thing I could think of is maybe something was wrong with the lever because there was no tension on it? Any ideas?

I think there is something wrong with the mechanism inside the breaker. For this type of breaker I exert only like 5lbs of force. If the spring wont charge there is something wrong on it.
