I feel like there is no need to panel lining any Kamen Rider kit
Since panel lining work best on more animated kit while Kamen Rider is a live action kit that already look exactly like the irl suit

Sorry if this is tool late. They are called hobby nippers or sidecutters. People use them for Gundam model kits as well. So you should be able to find them online with hobby shops or places that sell Gundam model kits
