It seems like credits like that are more of a courtesy than a requirement when it comes to interpolations like this. Unless it’s a term for use, I think the only thing they need to be sure of is paying for the license fees and waiting for approval from the owners of the music. Katy Perry was one of the writers so I’m pretty sure she’d have to give approval before it could be used. We shouldn’t jump to bad faith assumptions so quickly
Fair use allows for portions of copyright material to be used as long as it is not a "substantial portion", and it is especially likely to be fair use if the portion used is substantially changed (in this case - chopped, sped up, pitch shifted). A rule of thumb for what makes up a "substantial portion" is roughly 10 percent or more, and such a small clip definitely does not constitute more than 10% of the original song. While these are subjective measure that come down to the opinion of the presiding judge when it comes to a copyright claim, it is pretty unlikely that such a small and heavily altered clip would warrant a copyright case against it. It would be much too expensive for very little gain even on the slim chance of getting anything at all.
Or then Katy also took it as a sampled piece from somewhere and isnt the original creator, so it doesnt require credits. But youre right, its also so heavily mixed that no one even hears it, unless its explained in a separate video. Fast Forward is a Bop.
