Damn, that looks real scary when it's wiggling around pulling the new section in. On edit: how do the workers got up to the top of the tower to assemble the sections, and sit in the cab to operate the crane when it's finished being put together.
They climb. There is a ladder typically inside the segments. Different cranes can have access to the cab from different points, some from the bottom others from the top or sides.

I bet you the operator has to make sure there's equal weight on both sides to prevent tipping..
Yes sir. They used another section lifted on the jib and trolley'd it out and 50' to balance it.
