Sorry but why would you expect points deducted when you just clearly explained that in this case they should not be deducted given that they have reported the issue and are actively arranging another suitable venue. According to the rules you quoted, as long as a suitable venue is in place for the start of the season, then no points should be deducted! Hence I'm not understanding why you think points should be deducted here?
