      If you are preparing for competitive exams... Would have +v3 is used only for past unfulfilled action.... This video is about practical usage...

      More students are absenting.... ఎక్కువ మంది students absent అవుతున్నారు
      More students are attending ఎక్కువ మంది students attend అవుతున్నారు
      More work is being allocated (passive ) ఎక్కువ వర్క్ allocate చేయపడుతూ ఉంది...

      Correct... నువ్వు ఇంగ్లీష్ గ్రామర్ explain చేయకుండా ఉండి ఉంటే, నేను English నేర్చుకోలేను. అని meaning..
      But if you want to say "నేను నేర్చుకోగలిగి ఉండేవాడిని కాదు ", you should say "I could not have learnt English " అని అనాలి
