I think its really gonna depend on whose perspective you look at it from. To the humans Tyranids are probably the most powerful as they have everything they need to kill humans and doing so makes them stronger, but if you are a tyranid then the Necrons are the most powerful as they can destroy tyranids at a molecular level and dead necrons can't be turned into biomass. Necrons will probably see either the Aedari or the Orks as the most powerful as one has the tech and knowledge to put up a good fight, and the other has mass numbers and brute force that can smash necrons pretty good.
Sorry if anyone considers it spoilers, but you shouldn’t, GW is very likely to change their minds again, but; Considering the old ones best previous creations (the elves & krork) were essentially tricked into offing themselves by the necrons, and the king has decided to stand now, not really holding my breath for a tyra victory.

If you create soldiers who live inhuman amounts of centuries etc you make an almost immortal war to wage; Thunder Warriors had weeks to win, Astartes have centuries to keep fighting. The future, only war. Custodies and His Hind End both FEARED HUMANITY IN THUNDER VARMINTS! Lol! If something is not a threat you definitely don’t backstab and genocide those allies, savvy. He just can’t help but expose himself.
His Hind Ended probably gave them acid saliva so a xenomorph didn’t knock them up chest first and breed an unstoppable beast varmint with the genetics of His soldiers. As for the Thunders, take the short lifespan of a human away you take the humanity away. They wouldn’t have all goddamn existence to jack around, they wanted to conquer and they didn’t get centuries to do it in. The orcs are the closest WARRIOR species to HUMANS if they don’t have Thunder Bros no more; if Thunder were so inferior why not WIPE THEM OUT like they were not a threat. They conspired to DESTROY the strongest warriors and they were pissing their power pussy compartments during. I noticed Emperor was NOT FIGHTING his original creations.
