It seems to be a combination of Hanna Car Wash and Sherman equipment before their fusion to Hanna-Sherman in 1993 (or it's actually an early Hanna-Sherman tunnel). The frame construction, tire washers and second mitter (HSS-2) are Hanna while the first Mitter (Dynamitter) and illuminated tubes at the rainbow foaming wax station are Sherman. The side washers, rockers and Foam Wax Applicator (Tripple Foam/Polish Applicator) are maybe Hanna as well. The dryers are Proto-Vest.
Depends on the type of operation you want to run (self service, in-bay automatic, express, flex serve). The startup prices for a majority of those can be around a million dollars or more. I would advise joining a group called TCW (TalkCarWash) on Facebook because you can get a lot of insight on what information/business tactics are used to run a successful wash from existing car wash owners, chemical suppliers, and service technicians. There’s also a market place version of the group which I think would benefit you as well.

At 2:10 if you look at the ceiling you can see something that looks like a place for a mitter
Those are spare baskets for the 2nd mitter incase the current ones need to be fixed or swapped out.

That could be beneficial to process cars quicker, but the thoroughness of the prep is useful due to the age and condition of the equipment.
