How do they operate businesses on the 1st floor with the upper floors burned down?

...An eerie quiet has hit here too. We have giant stores called Walmarts; large delis, meat dept., dairy dept., liquor dept...30 TV's to pick from, clothing, auto, paint and sporting goods. There was only 2 cashiers and there was nobody in either line at 3pm...It's like I had slipped into the Twilight Zone during a pandemic...
