He mentions when everything was like a loaded gun ready to go off in any minute meaning he was crazy ready to go off at any time , when joker was on the loose everyone was afraid to see what's he is going to do next that can potentially kill everyone or just one particular person. Hope that cleared things up :)

Well, the show was for CHILDREN, he's supposed to be a fun, wild-animal like maniac. Of course they're not gonna make him really kill anyone like the joker you know & love.

The Mark Hamill Joker wasn't allowed to kill anyone (though what he did was in some ways worse) but he was excellent, scary and very like the classic comics. All the character re-vamps in The Batman were lousy. Thank god they didn't do The Mad Hatter.
