There's the Bret Hart wrestler rating system of look, promo and ring skills, each measured on a 10 point scale. Savage easily scores 10/10/10. Does he have any flaws? How does a guy like that not succeed at any time or any place? The only way for him to fail would be sabotage, ie: the promotion won't let him use his talents.

when savage was heel in mid 80s in WWF is when i first started watching. I hated him but was in awe. His attire (those robes), his moves (those camera flashes when he went for the elbow drop) and of course the promos made him a freakin spectacle.
I think corny nailed the analysis. He probably would've been too wild the pre-1950s taste but he certainly could rule anywhere.
It would've been awesome to see Savage vs Flair/AA/Magnum/Dusty headline a mid 80s Starracade

Macho ABSOLUTELY would have a main eventer in ANY ERA!! He and Flair are my two favorite guys of all time. At one point back in the day (before Savage got rolling), the great total package guys were like a Flair, Bockwinkel, and Terry Funk. Or before them a Buddy Rogers. Those guys had the great technical skills, great mic skills, main event IT factor, and get down and dirty with the brawls as A PACKAGE!! Plus they could be effective as a face or heel.
ONCE Savage hit his stride, he was THE BLUEPRINT of the NEW AGE total package to come down the road. Because he added that NEW AGE AERIAL ASSAULT to the great total package template. We GOTTA remember the great high flyers in the 80's like Steamboat, Snuka, Eaton, Kevin Von Erich, the junior heavyweights around the world, etc. DIDN'T HAVE CLOSE to the total package that Savage had. He had a total package ON PAR with the Flairs, Funks, and Bockwinkels. BUT he was a great aerial guy on top of it!
After Savage, we got Hennig, HBK, Jericho, Eddie, Angle, Punk, Daniel Bryan, AJ, etc. in the WWF/E. Guys who put their own twist on that total package. Savage frankly was the BLUEPRINT!! And of all the guys I just named HE HAD THE MOST IT FACTOR! What Flair did for the ground based technical wrestlers in the 80's, Savage did for the guys who could fly in the 80's! Showing what a great total package CAN BE while adding showmanship and TRANSCENDANT IT factor to the equation! VERY ESSENTIAL as the 80's and national wrestling companies came on the scent!! If I could have added ANY WRESTLER to that JCP roster in the mid to late 80's, it would have been Savage!
