Is an hydraulic press required? I have a mini mill. I'm wondering if that might work with the dies?

What am I doing wrong if I am cutting a small marquis shape and it is only cutting about half of the design and pulls the rest in? I am using 24 gauge sterling silver end it only seems to happen with this shape.
