Could we increase angular velocity from 500rpm to 1500rpm without any effect to the torque?
Does the same system apply if the rpm of my bigger wheel is 12?

That's funny ,Doesn't that depend on your belt length . Longer belt has to be further away .maybe I misunderstood your question.
