They are babies. baby deer dont move around unless mom tells them to. Their whole survival plan is to drop and freeze while mom leads the predator away, but in order for that to work the deer have to stay in the same area. With a car at both ends of the bridge i seriously doubt they would have moved anytime soon, more likely just laid down in the road and wait.
Oh I don't know maybe the guy was concerned it the deer may cause an accident or get hit for someone swerve and hit the bridge trying to avoid hitting the deer there's a multitude of reasons if none of them come into your mind then you're probably not thinking prevention
deers can badly damage cars if they are hit and often, deer die from it. they were blocking both lanes and could have resulted in multiple car wrecks. many would have called Wildlife Animal Control in such a road blocking scenario to prorect driver and deer alike.
