'Red diesel' is used in farming and construction vehicles (off-road). It's exactly the same as normal diesel except that it's taxed less and has an added red dye to make easier to spot the difference. They're testing the fuel to catch out anyone illegally selling the fuel for use in road vehicles. The reason people try to buy it is because it's cheaper due to less tax.
This is not all police - it is a mix of customs and police. They are doing a routine check to see that regular cars/vans aren’t driving on subsidised fuel/diesel meant for agricultural machines. Many countries have similar systems. It is like traffic controls when asked for license and insurance - not really anything to worry about.
