the mew glitch has a different name in that its a forced spawn/encounter glitch that when you teleport/fly before a npc initiates a battle it sets up a sort of pseudo battle sequence. by defeating a pokemon or trainer with a second instance it takes the special stat of the last encountered pokemon and on return to the route where the first sequence started it force spawns the pokemon with the data register with the same number as the last pokemon you fought's special stat. this can be done in a number of places in gen 1 with numerous different pokemon. the downside is if you register a pokemon that has a special stat that does not coincide with a data entry for one of the 151 pokemon on file you spawn the infamous missingno. i say gen 1 because this also works in pokemon yellow and infact theres a second trainer that can give mew and its the one in the center pool in mistys gym.

All you need is to spam razor leaf for a 110 base power move plus grass STAB

If you are allowing the mew glitch in your run, you should know that you actually need only 1 run in either red or blue (or yellow for that matter) to get an entire living pokedex! Since the youngster's slowpoke you defeated had at special stat of 21, you got mew, but you can encounter different pokemon with different special stats (which can be easily manipulated by encountering ditto and letting it transform into a pokemon with the specific target special stat) to get every other pokemon in the game.
For example, if I have a Wartortle with a special stat of 40, and let a wild ditto transform into it after escaping from a trainer and then battle a long range trainer to nullify the glitch before doing a screen transition to encounter the glitch pokemon, I will encounter a low level Chansey (probably level 7) next time I make a map transition. This saves me loads of time trying to find a wild Chansey glitchless.
I did this on a physical yellow cartridge and got 151 pokemon without ever using a link cable or owning another generation 1 pokemon game. Maybe you should consider doing a living pokedex challenge like this without ever connecting to another game and you can get a living pokedex in far less time!
If you have any questions about this method, feel free to ask. It was a very fun personal project for me and took far less time than trying to use multiple games with link cables!

I've done this before too, but I can understand why he didn't do it that way. Mew is the only Pokemon there is absolutely no way to get legitimately in Gen 1 anymore -- different from eg the VGC Crystal Celebi or the Bonus Disc Jirachi. Different even from the mythicals that are technically still obtainable in a "legitimate" form if you somehow find a game that has the respective *item* (eg Mew in Japanese Emerald + Old Map, Shaymin in Platinum + Oak's Letter).
The ONLY time Mew was distributed legitimately in Gen 1 was in in-person events that were conducted via trade. So unless you have a time machine to go back to 1999, you can't catch a legitimate Mew in Gen 1 anymore.

MISTY Bulbasuar is the best starter but if you get a Pikachu from the forest that becomes not a issue against Lt. SURGE YES Squirtle is at a disadvantage but you can give Charmander line dig and make Lt. SURGE easier or get a diglett or Dugtrio from Diglett's Cave and make that easier Erica the grass type Squirtle line is supposed to be at disadvantage but you can get Ice Beam and give that to a then Lv30 Warturtle and steam roll the grass type gym leader while the Bulbasuar line struggles to do any real damage.
