Ive actually been using Boots of the Assembler over the new helmet. Combined with the new Hellion Fragment, i stay in my rift, healing allies and shooting scorching fireballs at enemies.
Maybe you just don't know how to use it. If you try to use it for PvP, yeah, then its much more difficult to use because the bullets it shoots take time to travel, much like the bullets from Osteo Striga. The gun itself is not really meant to deal damage, but as the name suggests, support allies. Definitely something you take in PvE. Just don't expect to walk into the middle of a group of ads and expect to slay out. That's not the role of a healer.

Is it any better at causing ignitions? I’d imagine it would be at range but yeah.

I think you can build the healing meter for no hesitation by using any weapon. When you switch back to it, it'll be full
