The only problem is you'll play it a whole tone lower than it is supposed to be. Using the solo strings for orchestral works isn't practical; you'd have to transpose everything. Tuning down to EADG is possible, but the strings would get floppy and powerless.
I know this may be little late and I'm sure you've got the sheet music by now, but I got this exact transcription from the Lemur Music catalog like 25 years ago (in the actual mail catalog; not the website). I just checked and the website still exist (lemurmusic dot com); unfortunately, they don't have the sheet music for this piece... Still, you may want to check this source for other bass music and related stuff. To be honest, I haven't ordered anything from them in a long time, but this used to be THE source for anything related to doublebass back in my day...

I think so, yes. Definitely sounds a lot higher than would be possible in those positions normally.
