Cub petting means the cubs are snatched away from the mother to be used as photo props to make money. The cubs are sick and abused WHILE the photos are being taken. Either the people who pay for the petting either doesn't notice the stress and abuse, or all they care about is social media likes.

From the videos I watched in this channel. This is the "kindergarten" area of the zoo. Where the baby animals learn their basic skills and social with other abandoned baby animals. They still need the most attention from zoo keepers. Once they grow to certain age/size, zoo keepers move them to "school" area, and train them to hunt or survive and later on move them to much bigger outdoor area. (I think most of the zoos do the same thing)
