What it means is Phrygian is known as the third mode and F# is the third note in D major scale (D major is the relative major scale to B minor). So basically you're playing the D major scale only starting on the F# which is basically the same as a natural minor scale only you're flattening the second note. Very common mode in metal to solo around with
