Two things worth mentioning, that will increase the chance of a legendary enemy spawning, are difficultly level and your own player level. If you set your difficulty to Very Hard before the manual save outside, it increases the chance of spawning legendary enemies each time you walk in. Now, if your own player level is at least 30 and above, not only will that increases the chances as well but ALSO increase the chance of higher level weapons, such as combat shotguns, gauss rifles, railway rifles, etc. The most coveted legendary weapons are the Explosive Combat Shotgun, Explosive Minigun, and/or the Instigating/Two Shot Gauss Rifle as their damage output is ridiculous, making even Very hard difficulty feel like a joke.

a note about the Training facility, there are three sections, each section can have a legendary in it. the second section has 3 ghouls but one is outside of the hall/pathway, the third section has several and is random which one will be chosen, but a few passes through and you learn quickly where all the ghouls are. third section locations mid flight at first set of stairs. top of flight end of hall turn left behind opened door turn into room immediately to the right. go back to T intersection, shout through the metal bars at the three in the room. one immediately other side, one far end of room next to lockers, third is in front of the left set of lockers. last one is in the bathroom as soon as you open the door far side of bathroom. the "glowing one" will not be legendary. there are 2 others on his floor take to long to get to. reset and try again.
