Considering that the Sakurai video was "Steve and Alex" I think this means they're treated as seperate characters.
Where did you get this from even if you only look at it really simple you should understand that Steve is a Model that you can customize with a skin and Alex is a different model that you can customize with a skin because you now that Alex has just 3 pixels width arms instead like Steve who has 4
