- The Union Cabinet, chaired by the Prime Minister Narendra Modi approved the proposal of the Ministry of Women and Child Development to amend the Juvenile Justice (Care and Protection of Children) Act, 2015 to introduce measures for strengthening Child Protection set-up to ensure best interest of children. The amendments include authorizing the District Magistrate including Additional District Magistrates to issue adoption orders under Section 61 of the JJ Act, in order to ensure speedy disposal of cases and enhance accountability. The District Magistrates have been further empowered under the Act, to ensure its smooth implementation, as well as garner synergized efforts in favour of children in distress conditions. Defining eligibility parameters for appointment of CWC members, and categorizing previously undefined offences as ‘serious offence’ are some of the other aspects of the proposal. Several difficulties faced in implementation of various provisions of the Act have also been addressed. The amendments, once approved by Parliament, will increase the role of district magistrates and empower them to undertake inspections of childcare institutions. In this edition of The Big Picture we will analyse the Changes in the Juvenile Justice Act.

New act : covered all the issue provide guardian to vulnerable child and protect child in any conflict in regional level.
Regional level Implementation: empower the DM to take sutable step.

Awareness .
Conclusion : law is need of the hour. But implemention is also important part of the law. Provide awareness by creating workshop,accountability of DM, taking measures on this regard ensured the success of act and securing indian future

A very welcome cabinet resolute, handing more power to DC will help faster implementation, but on a realistic note, the already overburdened post cannot be burdened more, dedicated officer is required who will directly report DC.
U r right I m thinking about same as DC has already burden with lot of responsibility, there should be separate officers for the implementation of provisions of this act which ensure speedy disposal of cases
change in juvenile justice act bring more effective way to get justice for Juvenile across the country. for implementation of the act we need dedicated officer who is familiar with all juvenile act and issue and gives us proper way to handle it. Children's are the future of india, so we have manage and nurturing in right way than after they could be the part in development Future india.

Honestly speaking, providing for a Court (and now DMs) to issue an Adoption Order for adoptions under JJ Act itself is a very dumb idea! No offence, but what value is any of these institution adding to a files already prepared and scrutinised by CARA, SAA, CWC and Adoption Committee. Once the Adoption Committee decides that a PAP is ineligible to adopt, can courts overturn that decision, and allow the PAP to adopt? No. So already Adoption Committee has more power. What more is the court adding to an adoption recommended by Adoption Committee. Adoption matters put before court are any how non adversarial, so it's just a waste of their time, or a boost to their egoes.
It is hilarious, that in HAMA adoptions, where a court intervention may actually be needed, there isn't even a provision of an adoption deed, let alone an adoption order by a Court. And in JJ Act, where all kinds of due diligence is already carried out by several agencies, some visionary thinker provided for courts to issue an order, based on work done by everyone else. Is court/DM wiser than CWC, DCPU, SAA? Does court/DM hold subject matter expertise in adoption? Was there a dispute that Court/DM is trying to settle? Then why this sham?
CARA spent years educating and sensitizing courts, now good luck with DMs, who aren't even as wise as Courts, when it comes to adoption!
All those penalists hailing this as much needed "reform" what hope do they carry that the same files will now not pile up before the DM?
