Yeah, that's Vademon. You get him if you reach an age of 360 hours or if you praise / scold when a champion Digimon didn't change its level for 200 or more hours (50% chance).
Imagine if you did this and your digimon evolved into a new digimon not on the list: Reapermon. But the trick is to get him you would be expected to, when the digimon's life is at 0, raise any stat by 500. Also Reapermon appeared in the ps1 game "Digimon Rumble Arena" meaning we have a ps1 model ready to do and because his battle takes place in what looks like the realm between digital and real world (thanks to cyber sleuth) it means it's lore friendly.

You could. It's pretty hard to do this for an extended period of time though.
