Where is the item located to summon the boss. And can you summon the boss anywhere?? On my map all of them are moving around the map.

The summoning item is crafted at the Hydra Altar, which you can craft with Solarite after you kill Ra-Akar. I believe the boss can be summoned from anywhere in Azeos's wilderness.

I think melee is much better when it fall down.

I'm using a magic focused build though, so my melee weapons don't deal very much damage

The Arcane staff is way stronger, basicly a gattling gun if you have the mana regen on crit, this took me like 45seconds to beat
