I've noticed this bug as well while training at some brush jumps, if you activate cd mode where it makes all your cooldowns 0 his main abilities don't reset to 0. His R and sums reset but not the main abilities, it's safe to say that his main abilities can't be reset by any means for some reason.
The problem, and the reason why it'll probably take months if not years for Riot to fix this bug, is that Riot only cares about bugs that let players do things they shouldn't able to, not bugs that prevent players from doing things that they should be able to. Graves straight up wouldn't proc Sheen at all most of the time for three whole seasons

The game registers rengars empowered abilities as a different set of abilities and they just forgot to code it in, i cant blame them since theres thousands of different mechanics at this point but its kinda annoying thats its been a thing for almost a year now xd
I think entire league physic engine needs to change something like dota2 in dota2 there are no bugs like sylas or viego cause when you select a hero first it gives you an empty vessel in game than add hero's skills to empty skill slots for example rubick's ult steals enemies last used spell and it doesn't have a problem like sending another skill with it or something
Honestly rengars better now but he had so many fkn bugs even his leap and it not jumping or pixel perfect hitting the bush and jumping wouldn't work and his ult after jumping and he stands still or even just after a leap stops moving all together. I find his still got some bad bugs but a bit better. Please fix my boii
