I've visited and emailed the St. James parish council reporting this issue to no avail.
Most of the lands in Jamaica have been sold out to private investors and the balance is owned by the Jamaican government so this is definitely a road block for the poor local people in Jamaica.
All time and they're still selling lands to the same investors same way. In the next 5yrs from now all of Jamaican public beaches will be own by Private Investors.

The Negril/Green Island Planning Authority area is impacted by economic and environmental factors that lie outside its jurisdiction. To solve this spatially myopic and cumbersome/fragmented structure the implementation of regional county council General (land-use/environmental Plan which would be more cost effectively overseen by county planning departments which then would answer to a county board of municipal mayors (with Negril getting their own Mayor). County councils would be fiscally and technically empowered to adress a wider range of planning issues ( e.g. transportation impact/land use planning/waste management planning etc) than is presently possible via the Negril/Green Island Planning Authority (in a more spatially cost-effective way by reducing administrative duplication). County councils will also have the capacity to use fiscal tools to manage and effect environmentally sustainable development projects).
How did the Spanish hotel @ Industry Cove Hanover get your approval please ? Where will the water come from ? Many Hanover residents do not benefit from the NWC plant @ Logwood. What will a 2,000 room hotel contribute to scarce water resources ? Where will the hotel workers live ? What will the hotel do with the TONS of solid waste which will be generated ? Answers please
Assuming that there are no violations in terms breaches of covenant and boundry breaches,the building authority will inspect the property, assess it's current value and levy a financial penalty which the owner must pay.You will also be required to submit a plan/ drawing of the building. If there are breaches of covenants the planning authority will require you remedy the breaches. Boundy breaches and breaches in the number of rooms or stories the building may occupy are some of the common breaches .You may be required to reconvert rooms into larger rooms by knocking out dividing walls or, in terms of number of stories,you may be ordered to knock down entire floors.

The two inspectors need to first explain why it's necessary for their department to create barriers to development. If it's uniformity because Negril is a tourist area then so be it. However, there is a method to the madness in the form of taxation on those they have deemed can afford it for approval. Jamaicans (I am one) have never learned to give incentives to attract development rather than barriers. They have to inspect the buildings anyway for safety

The information about a persons land being posted in a police station or post office is antiquated. Why is notification as important as adverse possession of a person’s land not modernized? There are thousands of acres of land in Jamaica laying there idling , cluttering the communities why can’t the government do some things to have these owners sell these lands so people can get places to live people cannot live under rocks! We are not asking for free land, Just the opportunity to purchase where possible. Owners holding on to many archers of rural Jamaica sell some of it so people can find places to live. Not everyone want to live in housing trust boxes where you cant even pray a private prayer in your own house because the houses are too close to each other as well. And even those are not enough to supply the market. There’s a needs to be better consideration for people living in these areas, who pays for and should have good internet/wi-Fi service but because of too much unoccupied acreage in the neighborhood The leaders just need to think about the new of people in Jamaica much more than they do. Stop seeing owning a house as luxury! It is a necessity. we were not born to live in the open. It means that we need to be living in a house, regardless of what is mad of a house cannot stand in the air, it Has to go and land.
