I’ve argued that heartsteel was broken for a very long time ever since it came out. It needs to do less damage and it needs to be capped on how much health it can give you. They also need to remove warmogs from the game as it has absolutely no place in league.
What I would do is: 1. Cap the HP stacking, imo infinite scaling should not exist in the game, especially not on items because at some point it gets really unfair and no champion except Kayle has weak enough early game to justify it, yet she doesn't have it, fun... 2. Make it deal damage over time, tanks are not supposes to beat marksmen in the first place but if they have to, at least make it not be a oneshot.

My solution would be to increase the CD and make it not "per champion", just a flat CD.

Yes, and it's broken on them. Experimental hexplate can only be built on 1-2 champions and it's broken on them.
