Stand next to the horse and with your inside arm under his neck and your hand over his nose. Bring the bridle near him if he moves up or away apply little pressure until he brings his head down. Repeat till he doesn’t move his head. Also find out if the issue is from his mouth or ears.

interesting to see you doing "the steps" to bridling a "a partner" .
Thought my horse was "afraid" of the bit but I guess it is more of a left brain "don't wanna" thing ...Going to use more little steps focusing on the "lightness and willingness" of her reponses ... (as I already had started doing ,but this clearifies my thoughts ,thank you )
She is still winning some of her "mindgames" but I'm getting there ;-))

Man! But then, 9 years ago I looked a little younger, too. 😅

Do you take a day and work on this until it’s a non-event or do you work on it everytime you ride?

The horse I ride has sensitive ears because of a medical issue and freaks out at the thought of putting something over his ears

I’d say lots of desensitizing and working with their ears. Lots of touching them :D
