Please help me understand this. Does that mean I can agree to to take $20,000 at the beginning and let's say $5000 is paid to the school. Can I decide not to continue with the loan and settle them with their $5000 and the interest. That is now I have gotten financial support from my family?

That is one of the tricky questions they ask to see whether you understand the terms of F1 visa . Coz F1 visa is meant for study and not work, so whatever you answer don't include work like "working while studying so as to pay back your loan". This might be a red flag and it may cost you.
