Even if you can tap orcish spy before Jasper's ability resolves, Jasper has to pick a target when his ability is first put on the stack, so you'll still choose whose library you're targeting before you get a chance to see the third library. Orcish spy still seems like good tech for the deck, just not quite as good as it seemed for this specific scenario.
Tribute to horobi always feels insane to me, you play it turn 2 and while you don’t get the rats at the first trigger that’s ok because in a lot of cases you wanna still cast one of your own spells on turn 4
Orcish Spy has been errata'd. I believe Rogue wasn't a creature type when it was released. If you look up its current oracle text on Scryfall or somewhere else, you'll find its creature type has been updated. A lot of old cards have dated/confusing text printed on them and if you look them up online, many of their text boxes have been updated to reflect how we play Magic today. Check out Burnt Offering, it's an example of a card that has had its wording updated to sound like almost a completely different spell
