President Ferdinand R. Marcos Jr. signs the New Agrarian Emancipation Act in a ceremony at the Kalayaan Hall in Malacañan Palace on July 7, 2023.
According to the Department of Agrarian Reform (DAR), the new Law condones a total of PhP57.56 billion of unpaid amortizations from the principal debt incurred by around 600,000 agrarian reform beneficiaries (ARBs) cultivating 1.173 million hectares of land across the country.
The New Agrarian Emancipation Act is a fulfillment of the Chief Executive’s promise during his first State of the Nation Address (SONA) in 2022 where he urged Congress to pass the Law that will free Filipino farmers of the debt burden incurred from the land awarded to them under Presidential Decree No. 27, series 1972 and the Comprehensive Agrarian Reform Program (CARP).
After the signing ceremony, President Marcos Jr. leads the ceremonial awarding of land titles to several beneficiaries representing around 31,000 land titles to an estimated 23,000 ARBs in a program at the Heroes Hall in Malacañan Palace.
