I don't think it was a malfunction. That's actually normal for the gates to lift when a train stops a short distance from the crossing. In this instance you filmed this just north of the Hollywood Tri Rail station correct? The crossing circuits have sensors on the track that detect a train approaching and activate the crossing at the same time, deactivate it when the train stops for a period of time a short distance away, and reactivate at the slightest forward movement of the train. It reactivated due to the Southbound approaching.
RailROL82 That is exactly right, and the Train Horn Rule needs to be in full effect especially if someone went under the gate which people still can do, and didn't know that other train was coming from the other direction.

I know I’m three years late but I think it was a time out. They are very common on the SFRTA and are always be mistaken for a malfunction
