It is the adultery that needs 4 witnesses to observe the act of penetration before punishments can be met, which realistically is not gonna happen unless you deliberately have sex infront of 4 people. For the beating thing i think youre referring to the "wife beating verse" and the word "daraba" is butchered by many but is found to have many meanings one of which is "to turn away from". It would be quite contradictory for it to allow the beating of your wife as both your holy book and the teachings of the prophet in the hadith preach about repecting women and treating them equally.
