Yes!! You can actually recreate this tone by going to a DTMF generator site called venea DTMF generator. Once there, type in the 10 digit code, which this video contains the code 380####DDD and select a 40ms duration. Simply put, the 380 is the area code that the sirens are in, the #### means “All Stations” according to the Whelen manual, and the triple D is the activation. In the code, the first D is the authentication piece, and the last 2 is what the siren should do, in this case, wail for 3 minutes (or so). Some siren codes may have a code at the end which may be 1D1 which could mean to wail until further notice, and then another code would have to follow to shut them off, which may be a code such as 1DD. Hopefully this made sense lol
The location of the film was taken between two different jurisdictions. One uses Wail almost always and the other uses Wail for 'alert'. Since there were several tornadoes spotted they went into alert.

You need to purchase a radio scanner then find the frequency they send the tones on.
